With a sharp increase in caseload activity, the existing Adams County Justice Center was in need of additional space to accommodate growing capacity requirements. Completion of the 103,000 SF expansion allows the county to meet its immediate needs and prepare for projected growth through the next 10 to 20 years. A new wing comprises the bulk of the project; it features 12 courtrooms, 10 alternative-dispute resolution (ADR) conference rooms, a 500-seat jury room, offices, and central holding cells. The lobby and screening areas were also expanded to accommodate long visitor lines.

Energy efficiency and occupancy comfort were top priorities, and the design team responded with the following measures:

  • Demand control ventilation to adjust airflow based on detected need
  • Energy recovery system for the central holding cells
  • Daylight harvesting in the perimeter circulating corridors
  • Advanced lighting control systemIn addition to designing the mechanical and electrical systems for the expansion, RMH was responsible for the electrical/lighting systems for the original six-story, 200,000 SF facility.
